What is Manitoba START?
Manitoba START is a new centralized intake service for newcomers. It is the first stop once newcomers arrive and the starting point for receiving information and referral to employment and settlement services in Winnipeg, Manitoba.
What specific services are offered?
The services offered by Manitoba START are:
1) Registers every newcomer:
· The new service incorporates all existing client intake functions for the ENTRY Program as well as the three employment service providers funded by the Manitoba Immigrant Integration Program - Employment Projects of Winnipeg, Employment Solutions for Immigrant Youth, and Success Skills Centre.
· Manitoba START collects basic information about the newcomer to ensure that they are connected to the most appropriate services and information.
2) Assesses the newcomers immediate needs:
· Reviews individual circumstances and jointly, with the newcomer, identifies their initial needs;
· Discusses readiness for employment and training based on an initial assessment of goals, job preferences and skills;
· Identifies training needs and supports required for employment plan.
3) Refers newcomer to services that fit their needs:
· Creates, with the client, a clear pathway to newcomers services;
· Registers the client for the ENTRY program. ENTRY provides key settlement orientation to all newcomers;
· Provides information and referrals to appropriate employment services that will assist the client to further support their career pathway;
· Arranges an appointment for the client’s first visit to employment services;
· Registers the client into available employment preparation workshops;
· Informs newcomers of Winnipeg’s core immigrant settlement services.
How will this new service make it easier for clients?
By having one access point for new immigrants, Manitoba START will provide increased accessibility and reduce confusion. Clients will know exactly where to go for services and receive a clear pathway for the realization of their goals.
Does Manitoba START replace the existing client intake functions of other service providers?
Yes. The new service incorporates all existing client intake functions for the ENTRY Program as well as the three employment service providers funded by the Manitoba Immigrant Integration Program - Employment Projects of Winnipeg, Employment Solutions for Immigrant Youth, and Success Skills Centre.
How does this service fit in Manitoba’s overall settlement strategy?
Manitoba is working to establish a continuum of immigrant services from pre-arrival services to integration.
Manitoba START is an important part of the service continuum. It is the first step once newcomers arrive, the starting point for receiving services and provides newcomers with a smooth transition from pre-arrival to post-arrival services.
The service will also connect with pre-arrival programs, such as the Canadian Immigrant Integration Program, in order to ensure consistency in pre-arrival preparation and post-arrival programming.
Doesn’t this add an extra step for immigrants?
No. With Manitoba START newcomers will only need to register once. Previously, they had to register and be assessed at each location in order to receive services. Clients’ information will be accessible by core service providers through a centralized data base.

Do I need an appointment to see an intake worker at Manitoba START?
No, newcomers can drop in any weekday. The hours of operation are Monday, Wed., Friday 8:30- 4:30 and Tuesday and Thursday 8:30 -6:00. Noon hours are busy times, so clients may have to wait longer for service if they come mid-day. Also, appointments can be made if required or if large groups intend to come in together.
What are the eligibility requirements for clients?
The client must be:
1. a newcomer within their first year of arrival who are:
· Permanent residents or Canadian citizens born outside Canada
· Refugee claimants
· Provincial Nominees (including spouses and adult children) who have received their letter of approval from the province of Manitoba
2. a client not within their first year of arrival but who is a first time user of the post-arrival Immigrant Employment Service.
